"Projet Carcasonne" - 15,000 co-ordinated refugees take over the Cité de Carcasonne

In the medieval French city of Carcasonne, 15,000 refugees and migrants have stormed the citadel and established their own small Sharia state.  All women within the ancient walls have been forced to wear veils and adhere to Islamic rule and all citizens have been forced to convert to Islam.  The "French Islamic State" (Etat Islamic Français) has pledged allegiance to the Islamic State movement and secceeded from the Republic.  There are approximately 1,500 citizens in the Cité and the surrounding area is also living under the threat of being taken over.
