Reaffirming UN Security Council resolution n° 2249 on the prevention and suppression of Islamic State
in Iraq and Syria (hereafter ‘ISIS’) terrorist attacks,
Underlining the principles enshrined in the Washington Treaty of 1949 (hereafter ‘the Treaty’),
Emphasizing NATO’s role in safeguarding peace and security in the Euro-Atlantic area,
Reaffirming NATO’s fight against terrorism, which is a threat to international peace and security,
Condemning ISIS’ recent Munich and Paris attacks,
Having considered diplomatic and peaceful means to decrease the tensions with ISIS,
Having regard to Germany’s invocation of Article 5 of the Treaty,
The North Atlantic Treaty Organisation;
1. Emphasizes NATO’s core task of collective defense;
2. Reaffirms the values of all NATO states including respect for freedom, democracy, and the rule
of law;
3. Denounces the terrorist actions of ISIS within the Euro-Atlantic area, the Middle East and the
world as a whole;
4. Establishes Operation Avada Kedavra to combat ISIS in its base in the Middle East;
5. Resolves to adopt decisive Diplomatic, Informational, Military, Economic, Financial, and Legal
(DIME-FL) measures against ISIS, designed to combat its spread of terror amongst NATO
member states and across the world;
6. Further explores decisive interventions against hybrid warfare tactics pursued by ISIS;
7. Draws the attention of national leaders to the various options available in combating ISIS.
