In calling for foreign soldiers to leave, bureaucrats become drowned in paperwork

France has recently declared that foreign soldiers are persona non grata in the Republic.  However, in issuing their dismissal notices, French bureacracy has ground to an even more excruciating halt.  Long queues are forming outside of military baracks and unemployment offices across the country as a significant number of foreign soldiers give up on waiting for exit paperwork and try to join the labour force instead.
